Adds "public safety facilities" as an allowable use of tax increment financing revenues across four local infrastructure financing programs (RCW 39.89, 39.102, 39.104, and 39.114)

Defines "public safety facilities" as any facilities, structures, improvements, or equipment used to provide police, fire, emergency medical, or other public safety services

Enables cities, towns, counties, and port districts to use property tax allocation revenues from designated increment/development areas to fund construction and improvement of police stations, fire stations, and emergency services buildings

Amends community revitalization financing, local infrastructure financing, local revitalization financing, and tax increment financing statutes to include public safety facilities alongside existing allowable infrastructure like roads, water/sewer systems, parks, and affordable housing
