Extends deadlines for Washington's photovoltaic (solar panel) module stewardship program, requiring manufacturers to submit recycling plans by January 31, 2028 (previously July 1, 2024), with sales restrictions beginning January 31, 2029 (previously July 1, 2025)

Establishes a new advisory committee including tribal representatives, local governments, environmental justice practitioners, utilities, and industry stakeholders to develop recommendations for the recycling system

Requires the Department of Ecology to contract with an independent consultant to support the advisory committee and submit a report with recommendations by June 1, 2026, followed by a department report to the legislature by December 1, 2026

Manufacturers must finance takeback and recycling of modules sold after July 1, 2017, with no cost to end-users, and achieve at least 85% combined reuse/recycling rate by weight

Penalties of up to $10,000 per sale may be assessed against manufacturers selling modules without an approved stewardship plan after receiving a 30-day written warning
