Adds an additional 0.5% benefit accrual rate for each year of service beyond 30 years for members of Washington state retirement systems, effective for service earned after the bill's effective date

Applies to six retirement system provisions: Teachers' Retirement System (Plan 2 and Plan 3), School Employees' Retirement System (Plan 2 and Plan 3), and Public Employees' Retirement System (Plan 2 and Plan 3)

Maintains existing base benefit rates: 2% of average final compensation per year for Plan 2 systems, and 1% per year for Plan 3 systems

Creates an enhanced benefit structure where members with 30+ years of service would receive 2.5% (Plan 2) or 1.5% (Plan 3) per year for each additional year beyond the 30-year threshold
