Eliminates the Office of Financial Management (OFM) and transfers all its powers, duties, and functions to the Department of Revenue, State Auditor's Office, and State Treasurer's Office

Reduces general fund—state expenditures by approximately $27.8 million, characterized as recovering funds allegedly misallocated by OFM during the 2023-2025 budget cycle

Repeals 41 sections of RCW Chapter 43.41, including provisions governing the OFM director, budget preparation, K-20 network oversight, education data center, and various state financial management functions

Transfers all OFM records, property, funds, appropriations, contracts, and pending business to the three receiving agencies

Takes effect July 1, 2026
