Expands school districts' authority to issue nonvoted bonds for school construction, modernization, or remodeling projects under RCW 28A.530.010(3)

Requires districts using this expanded authority to have voter-approved levy for school facility construction and to not have been under binding financial conditions in the preceding three years

Maintains existing requirement for public notice and hearing before issuing nonvoted bonds exceeding $250,000, including two weeks of newspaper publication

Exempts refinancing or refunding of existing bonds from the public notice and hearing requirements
