Amends RCW 9A.76.020 to expand the crime of obstructing a law enforcement officer to include obstructing "other first responders" such as firefighters, emergency medical personnel, coroners, and National Guard members in emergency response roles

Creates a new offense for knowingly approaching or remaining within 25 feet of a law enforcement officer or first responder after receiving a verbal warning not to approach, if done with intent to impede, threaten, or harass

Defines "law enforcement officer" to include general, limited, and specially commissioned peace officers, federal peace officers, and public officers enforcing fire, building, zoning, and life safety codes

Provides an exception for persons who intervene to defend or aid a law enforcement officer or first responder in imminent danger

Classifies the offense as a gross misdemeanor
