Expands maximum community solar project size from 199 kilowatts to 999 kilowatts, while reserving at least $50,000,000 of incentive payments for projects 199 kilowatts or smaller

Requires projects larger than 199 kilowatts to obtain Department of Labor and Industries certification for apprentice utilization, prevailing wages, and contractor registration compliance

Allows incentive payments to be distributed in two phases for non-utility administrators: 50% upon precertification and the remainder upon final certification

Broadens eligible project administrators to include tribal governments, affordable housing providers with on-site solar for their tenants, and low-income service providers, in addition to utilities, nonprofits, and housing authorities

Caps utility-administered community solar project incentives at $35,000,000 of the total $100,000,000 statewide program funding and requires biennial legislative reporting starting fiscal year 2026
