Health Care Authority must consult quarterly with Department of Commerce and Department of Health to plan for new or expanded services in each regional service area, and must promptly adjust Medicaid managed care rates when behavioral health facilities open, close, or change capacity

By July 1, 2026, managed care organizations must establish or expand delegation arrangements with behavioral health administrative services organizations (BHASOs) for Medicaid crisis services including crisis hotlines, mobile crisis teams, peer support, crisis stabilization facilities, and crisis relief centers

BHASOs must operate 24/7 behavioral health crisis hotlines and crisis response services, track less restrictive alternative court orders, and develop electronic care coordination data-sharing standards consistent across regions by January 1, 2026

Authority must develop an operational plan for a statewide BHASO serving American Indians and Alaska Natives, coordinated through the office of tribal affairs in partnership with the American Indian Health Commission

Reprocurement preparation must include stakeholder input from tribes, patient groups, providers, counties, and BHASOs, along with methodologies for measuring network access and adequacy tailored to regional needs
