Creates a categorical exemption from the State Environmental Policy Act (SEPA) for trail or path development/extension projects that are 10 acres or less in surface area and located on railroad rights-of-way designated for interim trail use within cities of 500,000+ population

Requires notice of proposed trail projects to be posted at both ends and in the middle of the proposed trail for at least 30 days before final approval

Mandates applicants request meaningful consultation with potentially affected federally recognized tribes before submitting license applications, including discussion of impacts to cultural resources and treaty rights

Allows tribes 90 days to initiate consultation after receiving written notice; if no agreement is reached, parties must enter mediation before the exemption takes effect

Exemption covers utilities and support infrastructure including street improvements, crossings, lighting, signage, and surface water drainage, but excludes unrelated infrastructure improvements
