Applicants under age 26 seeking a new Washington driver's license must pass a department-approved online course on driver work zone and first responder safety, effective May 1, 2026

The Department of Licensing must contract with a provider to offer the online safety course at no cost to Washington residents ages 15-25

Completion of the work zone and first responder safety course is added as a requirement for obtaining an intermediate license (for drivers at least 16 years old)

Revenue from state highway work zone speed safety camera systems may be used to fund the online safety course as part of traffic safety initiatives

The department may waive the course requirement if the online course is not available at the time of application
