Removes the small city program from the transportation improvement account and eliminates the population threshold (5,000+) for cities to receive funding, allowing all cities to be eligible for transportation improvement account projects

Updates terminology throughout the statute from "nonmotorized" to "active transportation" and adds a formal definition covering walking, running, wheelchairs, bicycling, scooters, skateboards, and electric-assisted devices

Removes the requirement for board staff expenses to be paid from the public transportation systems account, leaving only the transportation improvement account as the funding source

Sets a June 30, 2025 expiration date for the state finance committee's authority to issue any remaining unissued bonds authorized under the urban arterial and transportation improvement bond programs ($250M series I, $60M series II, $100M series III, and $100M general)

Repeals RCW 47.26.170 (long-range arterial construction planning/arterial inventory data) and RCW 47.26.300 (bicycle routes legislative declaration), and declares an emergency for immediate effect
