Requires mobility equipment manufacturers to provide documentation, parts, embedded software, firmware, and tools to independent repair providers and equipment owners on fair and reasonable terms

Covers power wheelchairs, manual wheelchairs, mobility scooters, and power assist devices for manual wheelchairs

Documentation and tools must be provided at no charge (except reasonable costs for physical copies); parts must be offered at equivalent terms given to authorized repair providers

Manufacturers and authorized repair providers are not liable for damage caused by independent repair providers or owners during repairs, except for design or manufacturing defects

Violations are enforceable by the Attorney General under the Consumer Protection Act (chapter 19.86 RCW)
