Allows tribal courts to file warrants with Washington superior courts, which must issue state arrest warrants for tribal fugitives upon finding probable cause; these warrants expire after six months

Grants certified tribes (those authorized under the Tribal Law and Order Act to impose sentences over one year or fines over $5,000) full faith and credit for their arrest warrants, enforceable by state peace officers as if they were state warrants

Requires arrested persons subject to noncertified tribal warrants to appear before a superior court judge the next judicial day, with a custody hearing within 72 hours if not waived

Gives certified and noncertified tribes standing to participate in state court hearings testing the legality of extradition

Expands definitions of "oath," "official proceeding," and "juror" in perjury statutes to include federally recognized tribal courts and tribal law
