Requires criminal background checks through Washington State Patrol and FBI for volunteers and contractors who will have regularly scheduled unsupervised access to children under 18 or persons with developmental disabilities in school settings

Applies to school districts, educational service districts, charter schools, state-tribal education compact schools, the Washington Center for Deaf and Hard of Hearing Youth, the State School for the Blind, and their contractors

Mandates that entities requesting record checks receive notification from the Office of the Superintendent of Public Instruction of any applicant disqualification and the basis for that disqualification within a reasonable time frame

Expands access to the OSPI record check database to include contractors that provide services requiring unsupervised access to children or persons with developmental disabilities

Amends RCW 28A.400.303 and 28A.400.305 to clarify that requesting entities may only access record reports in accordance with rules adopted by the Superintendent of Public Instruction
