Creates a dedicated Spark Act grant program account in the state treasury to receive legislative appropriations, federal funding, and private donations, with expenditures authorized by the Commerce Department director

Requires the Department of Commerce to consult with the existing AI Task Force at least annually through 2027 to identify state priorities for grants, and to award grants on at least an annual basis

Mandates biennial reporting beginning October 31, 2027, detailing grant priorities, applications received, grants awarded, project types, and revenue sources

Conditions the act's implementation on specific funding being included in the omnibus appropriations act by June 30, 2025
