Restricts notifications to minors during nighttime hours (12:00-6:00 a.m.) and school hours (8:00 a.m.-3:00 p.m. Monday-Friday, September-May) without verifiable parental consent

Requires businesses to configure default privacy settings to high privacy for minors, prohibits use of "dark patterns" to manipulate minors, and bars collection of precise location data without an obvious indicator

Violations constitute unfair or deceptive practices under the Consumer Protection Act (RCW 19.86), with the act contingent on specific funding being provided by June 30, 2025
