Establishes the "Own Your Own Art" purchase program within the Washington State Arts Commission to provide interest-free or low-interest loans between $1,000 and $12,000 for purchasing original artwork by Washington state artists

Eligible borrowers must be U.S. residents, at least 18 years old, purchasing artwork for personal use, and agree not to export the artwork while the loan is outstanding

Loans are repaid in 12 equal monthly installments, with fees permitted for late or dishonored payments

Eligible purchases include original works of art, commissioned pieces, and works by Washington-based indigenous artists from participating galleries and studios

Program modeled after Tasmania's art purchase program, which since 2009 has facilitated purchase of more than 6,700 artworks worth $22,000,000; funding comes from gifts and grants solicited by the commission
