Establishes a minimum payment floor of 16% of need or the previous year's payment level (whichever is greater) for Temporary Assistance for Needy Families (TANF), refugee cash assistance, and benefits under RCW 74.62.030

Caps annual payment level increases at no more than 3% per state fiscal year

Removes supplemental security income (SSI) from the list of programs covered by the department's consolidated standards of need, while maintaining that SSI recipients must receive at least the minimum state supplement required by federal law

Retains existing requirements that standards of need be based on actual living costs, inflation indices, and include allowances for basic household needs such as shelter, food, transportation, clothing, cell phone, internet, and health care costs
