Establishes "distributed energy priorities" for solar, wind, and energy storage facilities located in low-impact areas including electrical transmission corridors, highway rights-of-way, closed landfills, parking lots, existing structures, remediated contaminated sites, and agrivoltaic facilities that combine solar with agricultural production

Requires the Department of Commerce to identify and coordinate opportunities for state government to facilitate distributed energy development on state-owned property and through regulatory processes

Directs the Department of Ecology to evaluate and potentially create categorical exemptions from State Environmental Policy Act (SEPA) review for distributed energy priorities and small solar support structures under 1,000 square feet, with a target completion date of January 1, 2028

Amends property tax laws to allow agrivoltaic facilities on land classified as "farm and agricultural land" or "open space land" without triggering reclassification or withdrawal penalties under the current use taxation program

Defines "agrivoltaic facility" as solar installations designed to continue productive agriculture or provide ecological value, requiring business plans that address continued farm viability and prohibiting permanent degradation of agricultural productivity or conversion of agricultural land
