Creates a supply chain competitiveness infrastructure program providing grants and loans to public ports and federally recognized tribal governments with port operations to enhance freight transportation capacity

Establishes a new state treasury account funded by legislative appropriations, bond proceeds, loan repayments, and federal/state/local/private deposits to support the program

Requires the Department of Transportation to collaborate with the Department of Commerce, Freight Mobility Strategic Investment Board, Washington Public Ports Association, tribal governments, and industry stakeholders (trucking, rail, marine, warehouse, agricultural, manufacturing, clean energy) to set program priorities

Program goals include developing transportation infrastructure for supply chain efficiency, supporting international trade, improving market access for agricultural and industrial products, and mitigating freight traffic impacts on communities

Eligible projects must be included in a port's freight development plan as defined in RCW 53.20.055, with project types determined through the stakeholder collaborative process
