Department of Commerce may provide advance funding to public benefit nonprofits that have received department grants and demonstrated need for upfront funds to perform grant work

Advance payments are one-time and capped at 25% of the grant or $100,000, whichever is less, with the amount deducted from the total grant award

Eligible nonprofits must have been awarded a department grant within six months, operated in their field for at least three years, and performed satisfactorily on any department grants in the past 10 years

Priority given to applicants with average annual budgets under $5,000,000, with the department required to develop equity-driven procedures in consultation with impacted communities

Pilot program expires June 30, 2028, with a report due to the legislature by September 1, 2027 evaluating outcomes and recommending whether to continue the program
