Creates new category of "authorized individual" exempt from 10-business-day waiting period for firearm purchases, including concealed pistol license holders, current/retired law enforcement and military personnel, veterans, and certified shooting sports instructors

Expands exemptions to Washington's assault weapon ban (RCW 9.41.390) to allow licensed manufacturers and dealers to sell assault weapons to any "authorized individual," not just law enforcement agencies

Expands exemptions to large capacity magazine restrictions (RCW 9.41.370) to permit sales to "authorized individuals" in addition to military and law enforcement

Modifies definition of "large capacity magazine" to exclude ammunition feeding devices that come as standard equipment directly from a firearm's manufacturer

Amends RCW 9.41.010 definitions and cites Washington Constitution provisions on due process, privacy, and right to bear arms as legislative justification for expanding firearms exemptions
