Requires the state auditor to identify by November 1, 2025, all public education offices, agencies, programs, and services that do not have direct daily interaction with students during the school year

Automatically dissolves all identified offices, agencies, programs, and services on December 31, 2025, including the Office of Superintendent of Public Instruction (OSPI) and all educational service districts (ESDs)

Preserves the constitutionally required position of superintendent of public instruction, while eliminating the supporting office structure

Functions that directly provide basic education would be reconstituted and relocated to facilities where direct student interaction occurs

Legislative intent is to achieve financial savings and reduce mandates deemed "ancillary" to basic education delivery
