Declares that appropriating state money is the sole duty of the legislature, which has exclusive authority to choose how to fulfill constitutional or statutory duties

Prohibits courts from ordering remedies that require the legislature to make appropriations or payments above levels in enacted omnibus budgets

Bars judicial remedies that would require redirecting any appropriated or nonappropriated state funds

Prevents courts from ordering any distribution or redistribution of state funds when ruling on claims alleging violations of constitutional or statutory duties

Adds a new section to chapter 4.92 RCW (claims against the state) to codify these limitations on judicial authority over state spending
