Establishes a hierarchy of enforcement priorities for the Liquor and Cannabis Board, with youth prevention and preventing illegal inversion/diversion of cannabis into and out of Washington's regulated market as the two highest priorities

Prohibits license cancellation for a single violation unless the board proves diversion to illicit markets, sales to minors, revenue diversion to criminal enterprises, non-cannabis crimes, or knowing misrepresentation; allows cancellation only after at least four violations within two years

Requires the board to issue written warnings or notices to correct instead of penalties for regulatory violations unrelated to public safety, and to waive fines for violations corrected within a reasonable timeframe

Mandates a rule review by October 1, 2025 to eliminate rules that create undue administrative burden, duplicate enforcement by other agencies, have resulted in inconsistent enforcement, or require practices unrelated to public safety (such as physical sign-in sheets and name tags)

Requires regular audits of the cannabis central reporting system to detect inversion and diversion activities, allowing the board to request utility billing records, electricity/gas records, and tax filings when violations are suspected
