Amends RCW 42.56.010 to expand the definition of "public record" to include internal legislative deliberations concerning bills contemplated or introduced in either house of the legislature

Newly disclosed records would include preliminary drafts, recommendations, and internal legislative and interbranch communications containing opinions or policy formulations

Removes the existing exemption that shielded legislators' working documents and correspondence from public records requests under Washington's Public Records Act

Maintains existing public records requirements for the Secretary of the Senate and Chief Clerk offices, including budget, financial, personnel, travel, payroll, and session records
