Strengthens registration requirements for continuing care retirement communities (CCRCs) beginning July 1, 2027, requiring audited financial statements with 10-year cash projections, proof of facility licensure, and implementation plans for resident notification and participation in governance

Requires the Department of Social and Health Services to contract with an organization to conduct actuarial analysis of CCRCs and base registration decisions on the community's ability to provide contracted services over a 10-year period

Creates the Office of the State Senior Independent Living Ombuds within the Department of Commerce to investigate complaints, monitor laws affecting independent living residents, provide educational resources, and establish a statewide data reporting system

Grants ombuds authority to enter CCRC buildings, access residents for complaint investigation, and requires communities to post ombuds contact information; protects ombuds and whistleblowers from liability and retaliation

Establishes a work group convened by the ombuds to study data needs for CCRC oversight, with a report due to the legislature by October 1, 2028
