Removes the requirement that Washington's homeless census be conducted annually, instead allowing the Department of Commerce to create its own schedule for the count

Eliminates specific federal HUD point-in-time count requirements and McKinney-Vento program coordination language, giving the department flexibility to determine data collection methods in consultation with local governments

Maintains existing confidentiality protections for personal information collected during the census, including protections for victims of domestic violence, sexual assault, and stalking, and HIV/AIDS status

Removes outdated provisions requiring the department to implement an online housing referral system and organizational quality management system by "year four"
