Establishes a mattress producer responsibility program requiring manufacturers to join a nonprofit producer responsibility organization by January 1, 2026, with program implementation by January 1, 2030

Requires free statewide mattress collection with at least one permanent collection site within 15 miles of 95% of Washington residents, plus additional sites in urban areas (one per 30,000 residents) and proportional coverage in overburdened communities

Sets minimum recycling rate target of 70% for collected mattresses, with materials managed according to a hierarchy prioritizing waste prevention, reuse, and recycling over disposal

Prohibits retailers from selling mattresses from non-participating producers starting July 1, 2029, and bans point-of-sale fees to consumers for program costs

Creates a 12-member advisory council and authorizes the Department of Ecology to enforce compliance with civil penalties of up to $1,000 per violation per day ($10,000 for repeat violations), funded entirely by producer fees
