Creates a work group convened by the Department of Transportation and Department of Ecology to develop recommendations for streamlining transportation project permitting by aligning priorities, legal requirements, timelines, and processes

Work group membership includes representatives from state agencies (Transportation, Ecology, Fish and Wildlife, Commerce, Office of Equity), local governments, ports, contractors, construction trades labor, transit, U.S. Army Corps of Engineers, consultant engineers, and tribal representatives

Recommendations must reduce project costs and time from conception to completion while maintaining all environmental and regulatory protections

First meeting required by October 1, 2025, with an interim report due January 1, 2026 and a final report with legislative recommendations due November 1, 2026

Department of Transportation provides staff support; the work group expires December 31, 2026
