WA HB1918

Establishes 9 supreme court judicial districts in Washington, with one justice required to reside in each district, to address historical underrepresentation of eastern and central Washington on the court

Creates specific district boundaries: King County (District 1), Snohomish County (District 2), Pierce County (District 4), and multi-county districts for northern, southwestern, and eastern regions, with at least 3 districts located entirely east of the Cascade mountains

Requires justices to be residents of their district for at least one year before election or appointment and throughout their term

Implements staggered initial terms through a lot system: 3 justices serve 2-year terms, 3 serve 4-year terms, and 3 serve 6-year terms, with subsequent terms being 6 years

Takes effect January 1, 2026, contingent on voter approval of an accompanying constitutional amendment (HJR related to Article IV, section 3)
