Employees of small businesses (50 or fewer employees) become eligible for working connections child care benefits if household income is at or below 75% of state median income, or 85% beginning July 1, 2031 if funds are appropriated

Delays expansion of general eligibility from 60% to 75% of state median income from July 1, 2025 to July 1, 2029

Delays expansion of eligibility from 75% to 85% of state median income from July 1, 2027 to July 1, 2031, contingent on appropriated funds

Adjusts the same July 1, 2027 to July 1, 2031 timeline for the 85% income threshold for apprenticeship program participants

Takes effect July 1, 2025 and is declared an emergency measure
