Prioritizes substantial mitigation over one-to-one replacement of woody debris removed during emergency response, and limits maximum required replacement to debris from the initial event (not subsequent accumulation)

Requires the department to apply these factors consistently across different river basins to achieve equal treatment of applicants and similar outcomes in time and expense for hazardous situation responses

Declared an emergency measure, taking effect immediately upon passage
