Creates a rent credit reporting pilot program administered by the Department of Commerce, allowing tenants to voluntarily have their rent payment history reported to consumer credit agencies to help build credit scores

Requires recruitment of no more than 10 landlords and at least 100 tenants by March 1, 2026, with emphasis on tenants from populations underserved and underrepresented in homeownership

Prohibits landlords from charging tenants for participation and requires landlords to commit to at least 14 months of participation, with reporting ending by April 1, 2028

Mandates a report to the legislature by July 1, 2028 assessing program effectiveness, including comparison of participants' credit scores before and after participation

Expires July 1, 2029 and adds a new chapter to Title 59 RCW
