Amends RCW 46.68.420 to change fund recipients for Seattle Seahawks special license plates from InvestED (75%) and Washington World Fellows program (25%) to Seattle Seahawks Charitable Foundation (75%) and Washington State Leadership Board (25%)

Redirects Seattle Sounders FC plate funds from Washington State Mentors (70%) and Washington State Leadership Board (30%, capped at $40,000 annually) to RAVE Foundation (75%) and Washington State Leadership Board (25%)

Converts written-out dollar amounts and percentages to numerical format throughout the statute (e.g., "twelve dollars" to "$12", "twenty-five percent" to "25 percent")

Maintains existing administrative fee structure of up to $12 for initial license plate issue and $2 for renewal, with remaining proceeds distributed to designated charitable accounts
