Creates a new "cannabis consumption event organizer" license allowing holders to organize events where adults 21+ can purchase and consume cannabis products on-site, limited to one event per month lasting up to three consecutive days (expandable by board rule after two years)

Establishes "single-use cannabis products" and "ready-to-consume cannabis products" as new product categories specifically for consumption events, with sales subject to the standard 37% cannabis excise tax

Requires a "budtender permit" for employees selling or serving cannabis products at consumption events, obtained through board-approved training on responsible service, overconsumption prevention, and product differences

Permits indoor consumption areas only for ingestion/eating of cannabis products (no smoking), unless using temporary structures with approved ventilation systems; outdoor consumption areas allow smoking and vaporization

Prohibits sales of alcohol, tobacco, and non-cannabis vapor products at consumption events; requires licensees to obtain local permits, submit security and DUI-prevention plans, and post health risk warnings at point of sale
