Establishes the Washington State Flag Redesign Committee to develop a new state flag design that must be adopted by unanimous vote by July 1, 2028

Committee membership includes 19 members: the Washington Arts Commission director (chair), 4 legislators, secretary of state, 1 historian, 2 designers, 2 cultural leaders, 4 tribal representatives, and 4 citizen representatives from different regions

Requires public engagement through outreach to schools, community organizations, and tribes; public forums; virtual discussions; online surveys; and accepting design submissions from the public

Committee must narrow designs to no more than 5 finalists before selecting the final design, and submit a report to the legislature by August 1, 2028

Amends state law to require any future state flag redesign be approved by voters through a referendum before adoption; committee and related provisions expire January 1, 2029
