Increases the threshold for selling personal property without public notice from $2,500 to $5,400 for water-sewer districts

Raises the maximum value for private sale of real property from $5,000 to $7,500; sales above this amount require public sale procedures

Requires real property sales to be at least 90% of estimated or appraised value, with value determined by three licensed real estate brokers or one professionally designated appraiser

Allows districts to sell property at public auction at any price if no buyers are found at 90% of value after 120 days of offering the property for sale

Amends RCW 57.08.015 and 57.08.016 governing water-sewer district surplus property sales
