Creates an Office of the Crime Victims Ombuds operated by a private, independent nonprofit organization selected through competitive bidding by the Department of Commerce

Ombuds will provide information on crime victims' rights, refer victims to appropriate justice system resources, investigate complaints, monitor service delivery procedures, and recommend changes to address victims' needs

Requires the Office of Crime Victims Advocacy to conduct a survey and analysis by December 30, 2026 on the effectiveness of placing the ombuds outside state government

Governor may only revoke the contracted organization's designation upon showing of neglect of duty, misconduct, or inability to perform duties

Chapter expires July 1, 2027
