Exempts the identity of human research subjects from public records disclosure when informed consent protocols guaranteed confidentiality

Protects peer review materials from disclosure, including manuscripts and research proposals submitted for review, reviewer evaluations, and correspondence that would reveal reviewer identities

Exempts research data, computer code, and draft manuscripts from public disclosure until publicly disseminated, published, copyrighted, or patented

Adds a new section to chapter 42.56 RCW (Washington's Public Records Act) with definitions referencing federal regulations at 45 C.F.R. Sec. 46.102 as of February 1, 2025
