Maintains existing cap of 2.5 times normal fare during the first seven days of a declared state of emergency

Authorizes local governments to use geofencing to create designated rideshare drop-off and pick-up zones during "large special events" rated levels 1-5 by the U.S. Department of Homeland Security

Violations constitute unlawful and unfair business practices under Washington's Consumer Protection Act (chapter 19.86 RCW)
