Removes spring blade knives (switchblades/automatic knives) from the list of prohibited weapons that are illegal to manufacture, sell, or possess in Washington state

Maintains prohibition on spring blade knives in specific locations: public and private schools, school transportation, child care centers, and facilities used for school board meetings (possession remains a misdemeanor)

Defines "spring blade knife" as any knife with a blade automatically released by a spring mechanism, mechanical device, gravity, or centrifugal movement; excludes assisted-opening knives that require manual force to overcome a bias toward closure

Repeals RCW 9.41.251, which previously exempted law enforcement, firefighting, rescue, and military personnel from spring blade knife restrictions

Takes effect July 1, 2025, with an emergency clause declaring the act necessary for public peace, health, or safety
