Adds unlawful manufacture, delivery, or possession with intent to manufacture or deliver opiates, heroin, schedule I controlled substances, schedule II substances, or counterfeit heroin to the definition of "violent offense" under Washington's Sentencing Reform Act (RCW 9.94A.030)

Expands bail requirements in RCW 10.19.055 to require individualized judicial determination for release of persons arrested for violent offenses, in addition to existing requirements for class A or B felonies

Amends two versions of RCW 9.94A.030 (from 2022 and 2024) to ensure the changes apply across different legislative updates to the statute

Section 1 expires January 1, 2026, and Section 2 takes effect January 1, 2026, creating a coordinated transition between the two amended versions of the sentencing definitions
