Allows the Department of Licensing up to three biennia (six years) to balance professional license accounts when a department error would otherwise require fee increases exceeding 33 percent within the current biennium

Requires the department to identify within 60 days all individuals who paid fees exceeding a 33 percent increase to balance the real estate appraiser commission account due to department error in the last 12 months

Mandates one-time refunds to all affected real estate appraisers within 30 days of identification

Declared an emergency measure, taking effect immediately upon passage
