Requires all contracts with ballot tabulation equipment vendors to include a provision mandating vendors provide source code for tabulation machines, hardware, and software to county auditors

County auditors must make source code available for public inspection and copying, unless the code is deemed confidential under election law (Title 29A) or the Public Records Act (chapter 42.56 RCW)

Defines "source code" as computer programs in their original programming language, including functions, descriptions, definitions, calls, methods, and operational statements

Adds a new section to chapter 29A.12 RCW governing voting systems and equipment
