Local authorities must prepare annual reports assessing whether performance measures and standards are being met; permits must be revoked if at least one performance measure is not met until conditions improve

"Private employer transportation service" is defined as regularly scheduled, fixed-route service with business name/logo displayed, meeting annual certification requirements, offered by employers for employee benefit
