Amends RCW 29A.08.125 to require the statewide voter registration database to provide secure online access for voters to print replacement ballots and update their registration information

Mandates an individual verification system for each voter to access their profile that must be secure, unique to each voter, and not connected to voter identification numbers or other voter-specific information

Requires the verification system to include a process for voters to remedy forgotten or lost passwords, PINs, or other verification methods

Exempts the individualized verification system from public inspection and copying under Washington's Public Records Act (chapter 42.56 RCW)
