Extends the deadline to December 31, 2027 for rural counties to designate industrial land banks outside urban growth areas if they did not do so by the original December 31, 2016 deadline

Applies specifically to rural counties (as defined in RCW 82.14.370) that have enacted a sales and use tax for economic development purposes

Industrial land banks allow counties to designate up to two master planned locations for major industrial activity outside urban growth areas, requiring a two-step approval process through comprehensive plan amendments

Counties must complete designation before their next periodic review under the Growth Management Act that occurs prior to December 31, 2027

Amends RCW 36.70A.367 to add new subsection (7) creating this extended opportunity for qualifying rural counties that missed the original deadline
