Adds competency-based assessments as a qualifying "high school transition course" option for demonstrating college-level placement readiness in English language arts and mathematics

Expands the AP, international baccalaureate, and Cambridge international graduation pathway to also include competency-based assessments in English language arts and mathematics as an alternative to earning a C+ or higher in those courses

Requires the State Board of Education to establish by rule which competency-based assessments meet graduation pathway standards for English language arts and mathematics

Amends RCW 28A.230.710, which governs graduation pathway options for Washington public high school students
