Appropriates $16,216,000 for fiscal year ending June 30, 2025, and $4,709,000 for fiscal year ending June 30, 2026, from the state general fund to the Office of the Superintendent of Public Instruction for the transition to kindergarten program

Funds school districts, charter schools, and state-tribal education compact schools for their 2024-25 school year transition to kindergarten enrollment levels

Caps future program enrollment beginning with the 2025-26 school year at each school's 2024-25 annual average full-time equivalent enrollment level

Program serves children at least four years old by August 31st who need additional preparation for kindergarten, with priority given to lowest-income families

Expands charter school eligibility to operate the program starting in 2025-26 to include all authorized charter schools, not just those authorized under RCW 28A.710.080(2)
